Are you a gun manufacturer?
The ATF has published a handy guideline to what they consider gun manufacturing, which requires a separate license. Some things that could get you in trouble:
- Drop in parts.
- Bluing and colorization.
- Sporterizing.
- Mounting a scope base.
- Installing a different sight.
If your doing those things to your own guns and not selling them you should be OK, but be very careful if your doing gunsmithing for hire. Sheesh.

5 Incoming!:
If I'm not mistaken if you take posession of a gun for repair you have to have an FFL.
I've seen gunsmiths do a NICS check before returning a gun to a client.
Have an FFL, do a NICS check, put it on the books, a pain in the butt but tolerable, but when someone you hire to restore and refinish a fine firearm has to remark it with his name, address and serial number, that is intolerable.
There is all the difference in the world between a fine hi grade Parker restored by Doug Turnbull, with his hallmark in with the proof marks, and one with his name, address and serial number stamped onto the exterior.
It's vandalism for the sake of destroying the looks and value of a piece. It's nothing but gun hatred.
They have driven most small dealers out of the business, now they are trying to do the same to the small gunsmith.
They are insane, and this is under republicans.
I'm beginning to sound like a broken record, but this has nothing to do with the party, only GWB. He took over the reins of an obviously hostile administration from Bill Clinton, then only changed out the top layer and maybe some of the second layer of executives, leaving most of the executives, all of the supervisors and all of the grunts (Clintonistas, all) in those bureaucracies where they were. Of course, this resulted in the bureaucracies overwhelming their top executives with bullshit, and sticking with Bill Clinton's policies, most of which are still firmly in place.

John S - mostly yes. Not entirely. Why should a gunsmith need a mfg. license to gunsmith, was my not entirely obvious point.
